The International Film Festival “Tsiolkovsky” for films and programs on space on more.tv



The International Space Film Festival “Tsiolkovsky” commences on April 9-12, 2020 ("Tsiolkovsky" Space Fest). This year the festival was planned to be held in Kaluga - the “cradle of cosmonautics”, however, due to the increasing measures to combat coronavirus in our country and the ban on public events, competitive screenings and the announcement of the festival’s winners will be exclusively held in the online service more.tv.
More than 1000 projects from 80 countries of the world participated in the main competition. The final list of participants and their films can be viewed from April 9 only on more.tv.

A special program will be dedicated to summarizing the festival, which will be released on the service on April 12, 2020. Within the framework of this program, laureates of the competition of feature films, documentaries and television programs and winners of the festival prizes will be announced. The prizes are:

• Klushantsev Grand Prix - The best technical achievements in the film and the best special effects

• Gold prize for the best documentary over 50 minutes
• Gold prize for the best documentary film between 10 to 50 minutes

“The International Space Film Festival “Tsiolkovsky” will be held for the first time this year. The festival will introduce viewers to modern Russian and foreign films, one way or another connected with space and its developments. The objective of the film festival is not only to discover new "space" pictures, but also to popularize all areas of science and art. In addition, the festival carries an important educational mission for all issues related to the past, present and future of space research. Unfortunately, due to the current epidemiological situation in the world, we were forced to cancel all public events related to the festival – film screenings, master classes, open discussions, opening and closing ceremonies. Nevertheless, thanks to the support of the more.tv online service, we will not completely cancel the festival and will be able to introduce the audience to the films presented. "The jury will make its decision, and the winners will be awarded."

The International Space Film Festival “Tsiolkovsky” is dedicated to the history and modernity of astronautics. The main objectives of the film festival are the formation of a steady viewer interest in film production dedicated to astronautics, the initiation of the production and distribution of films about space, the creation of prerequisites for an international dialogue between scientists and filmmakers, as well as representatives of other areas of art, which, of course, can become the right direction for the further development of cinema about space and popularization of scientific and technological achievements.
The official logo of the festival was developed on the basis of K.E. Tsiolkovsky’s drawings from the “Space Travel Album”, created by him for the first Soviet sci-fi film “Space Flight”.
The initiative to create and hold the The International Space Film Festival “Tsiolkovsky” was supported by the State Space Corporation Roscosmos, the Ministry of Culture of the Russian Federation, the Government of the Kaluga Region, the KE Tsiolkovsky State Museum of the History of Cosmonautics, and public and commercial organizations.

The COVID-19 pandemic issues have reached our festival as well.

In accordance with the Government decisions we must cancel all public events, such as live screenings, master classes, Q&As, opening and award ceremonies.

Nevertheless, we are not canceling the festival completely and are looking for online options to present selected films to our viewers and Jury members. The Jury will make the decision regardless, and the winners will be awarded.

We’ll duly inform you about possible outcomes – and probably would ask for some additional permissions.

The next season of International Space Film Festival «TSIOLKOVSKY» will be in the year 2021, and, as many other events of the year, will be devoted to the 60th anniversary of the First journey into outer space.

I'm certain that this important and outstanding event will give us the possibility to meet all award winners of current season of the International Space Film Festival «TSIOLKOVSKY – 2020».

"Tsiolkovsky" is a film festival featuring films related to the theme of space and its relationship with science, art and culture.
This fillm festival is a rare opportunity to watch documentaries and feature films about space both from Russia and abroad on the big screen. The viewer can to see the best examples of domestic and foreign "space" cinema with retrospectives and special screenings.

The goals of the festival are not only to present new films, but also to promote all areas of arts and sciences related to space, strengthening the traditions of international dialogue of scientists and filmmakers to solve pressing issues of the development of modern science and culture.

Tsiolkovsky film festival is both a platform for communication between creative people and scientists, and an exchange of ideas and projects.

This festival is based on the desire of filmmakers not only to effectively communicate with science, but also to transform scientific ideas into something accessible and creative for a wide audience.

The festival encourages filmmakers to explore the potential of science and technology in cinema. This allows scientists to familiarize themselves with the world of cinema, to realize its creative potential and accessibility.

The jury of the festival includes not only professional filmmakers, but also astronauts, as well as scientists from the space industry.

Section 1

The International Space Film Festival "TSIOLKOVSKY" is held annually in the city of Kaluga. Films and programs related to the theme of outer space and its relationship with science, art and culture take part in the festival’s competitive, non-competitive and retrospective screenings.

Section 2

The purpose of the festival is not only to showcase new "space" films, but also to popularize all areas of science and art, one way or another connected with space, to strengthen the traditions of the international dialogue of scientists and filmmakers to solve pressing issues of the development of modern science and culture.

Section 3

The goals of the festival are:
- the most comprehensive reflection of the current state of world cinema related to space issues;
- to demonstrate to the audience and the jury the best documentaries and feature films about space, created both in Russia and abroad. Viewers will have the opportunity to see the most popular films of domestic and foreign "space" cinema In retrospective and special screenings;
- the festival should become a platform for live communication between creative people, scientists, as well as an exchange of projects and ready-made ideas in the fields of space and “space” cinema;
- to maintain a steady viewer interest in cinema productions related to space issues;
- a meeting of filmmakers with the audience of one of the most rapidly developing regions of the country;
- the opportunity for filmmakers not only to effectively communicate with science, but also to transform scientific “space” ideas into something accessible and creative for a wide audience;
- the festival will allow scientists to familiarize themselves with the world of cinema, to realize its creative potential and accessibility;


FILM FESTIVAL ORGANIZATION

Section 4

The international space film festival Tsiolkovsky is held annually in the city of Kaluga. The dates of the festival are April 12-19.

Section 5

The management of the preparation and conduct of the Festival is carried out by the Organizing Committee, headed by the President of the Festival. The Directorate of the Festival is the main executive body of the Festival and it carries out technical and creative preparation, organizational work and the holding of the Festival on specified dates in specified locations.
The Board of Trustees is also being organized for the festival under the leadership of the Governor of the Kaluga Region and the head of Roscosmos (as agreed upon).

Section 6

The festival is supported by the Ministry of Culture of the Russian Federation, the State Corporation for Space Activities (Roscosmos), the administration of the Kaluga Region, the State Film Fund of the Russian Federation, the Cinema Fund of the Russian Federation, as well as local authorities of the city of Kaluga.

Section 8

Films completed from January 1 of the year preceding the Festival until March 1 of the year of the Festival can take part in official competitions. The program of the official competition for feature films consists of 10-14 films. In the program for the official competition of documentary films and television programs up to 30 films can take part.
The program and procedure for showing films at the Festival is determined by the Directorate of the Festival, as well as the General Producer of the festival.

Section 9

Those wishing to submit a film to participate in the Festival must officially declare this to the Festival Directorate and submit a copy of the film no later than March 1 of the year of the Festival. Applications sent after the deadline are not considered. The final decision to include  a film under any category of the Festival is made by the Selection Committee of the Festival, based only on the artistic merits of the submitted works. The selection committee reserves the right not to explain the reason for the refusal to comment. The selection committee makes a decision until March 15 of each year. Films accepted in the competition program should be sent to the festival website.

Section 10

If a decision is made to include a film in the program of the Festival, along with confirmation of participation, documentation, information and promotional materials must be sent to the festival website. The documentation for the participant film of the official competition for feature films of popular cinema genres is submitted in English or Russian and should include:

- the online application form;
- after receiving confirmation, you must upload the work through the online platform or provide a download link with Dropbox;
- English subtitles;
- a list of the group and contact information;
- a photo for promotional purposes (at least 1024 x 576 pixels);
- media kit for promotional purposes;
- poster (optional)
- trailer (optional)

Section 11

To participate in the festival, the film screening does not have to be its premiere.

Section 12

In addition to the official competition, the film program for the Festival includes out-of-competition and retrospective screenings. The out-of-competition program of the Festival is developed by the Directorate of the Festival and approved by the Organizing Committee of the Festival.

JURY

Section 13

The jury of the festival is selected by the Organizing Committee of the Festival in coordination with the Directorate of the Festival and the Board of Trustees of the Festival. The jury of the Festival includes filmmakers, space industry experts and specially invited VIPs.

Section 14

All competition programs are evaluated by the Jury of the Festival. The jury of the Official Feature Films Competition is international and includes film masters, television and culture figures and representatives of the space industry. The Festival Directorate appoints the Chairman of the Jury from among the members of the Jury. The Chairman of the Jury of the Festival has 2 votes when making Jury decisions. The Jury may not include persons participating in the creation or commercial screenings of competitive works. All members of the Jury undertake to refrain from publicly commenting on competitive films until the closing of the Festival.

Section 15

The expenses for the stay of each jury member at the Festival (accommodation in one of the festival hotels during the Festival and travel to the Festival venue and back) are resolved by the Festival Directorate.

GUESTS

Section 16

The issues of inviting guests to the Festival, the terms and conditions of their stay and accreditation at the Festival are decided by the Directorate.
At the expense of the Festival, 1 or 2 representatives from the film-participant of the official competition can be invited. The Directorate reserves the right to invite guests regardless of their direct participation in the creation of films shown in various festival programs. The conditions of their stay at the Festival are stipulated by their personal invitations. The Directorate has the right to invite guests to participate in the Festival: outstanding figures of culture, cinema and pop music, as well as representatives of the business and political elite. At any time, the Directorate may decide to deprive any accredited person of accreditation and limit his or her presence at the Festival events without giving any comments about the reason.

Section 17

There is a discussion club, a press club, creative meetings, workshops, concerts, performances and other cultural and charity events aimed at supporting cinema, its masters and debutants within the framework of the Festival.


MASS MEDIA REPRESENTATIVES

Section 18

The matters of inviting media representatives and the timing of their stay at the Festival is decided by the Festival Directorate. Accreditation of media representatives is carried out in the press center of the Festival. Applications are accepted at the first press conference.
To be able to cover the Festival, media representatives should send an application for accreditation of their correspondents to the Press Center.
The expenses for the correspondents’ stay at the Festival shall be handled by the organization sending them. The Directorate has the right to invite individual journalists to participate in the Festival at its own or private expense. In case of full payment for expenses by the Directorate, travel arrangement documents for journalists are not issued.
The should journalists take it upon themselves to attend press conferences, film screenings, to participate in cultural and charity events, and to report on the work of the Festival to the Press Center at the end of the Festival.
The festival reserves the right to refuse accreditation without explanation.


SPONSORSHIP SUPPORT

Section 19

The festival is held with private financing involvement: organizations and enterprises, as well as private individuals - partners, investors and sponsors, representatives of large, medium-sized businesses, as well as information partners and sponsors. Investors and sponsor relations are regulated by additional contracts and agreements.

Section 20

Participation in the Festival implies acceptance of all articles of these Regulations. The Directorate of the Festival has the right to decide all matters not specified in these Regulations, in accordance with the generally accepted practice of holding film festivals. Festival Directorate Address:
